BY-LAWS

ARTICLE 1 - DUES

The annual dues per club shall be $50.00, which will include the membership and a one page show bill or ad in the directory. This will include the club hosting up to 2 Sho-Me Circuit Shows. If a club wishes to have more than 2 Sho-Me approved shows in one year, it will be an additional $20 per show. Individuals may join the Sho-Me Circuit for annual dues of $15 per family or individual. The dues are to be sent to the Treasurer no later than March 1st.

ARTICLE II - DUTIES OF OFFICERS

Section 1
- The president shall preside at all meetings when he is present; he/she shall establish representation for committees, standing and special.

Section 2 - The Vice-President shall preside at the meeting in the absence of the President and shall serve as the chairperson of the Horse Show Cooperation Committee.

Section 3 - The Secretary shall keep an accurate record of the meetings and attend to all correspondence assigned, act as custodian for all materials used by committees, keep and up-to-date membership list and keep a record of the attendance.

Section 4 - The Treasurer shall keep a faithful account of all money received and expended, report annually all monies to the organization, keep the books up-to-date, prepare a Treasurer’s report for each General or Special Meeting, and be prepared to give a report at any time requested. In addition, the Treasurer shall be responsible for all billings necessary, including invoices for ads in the show directory. All money received shall be deposited at a local bank. The Treasurer shall serve as chairperson of the finance committee.

ARTICLE III – COMMITTEES

Section 1
- There shall be three standing Committees: Committee on Membership, Committee on Finance, and Committee on Horse Show Cooperation.

Section 2 - A representative from the Membership Committee shall visit any new or existing Club Organization to explain the current by-laws and rules to advise and assist any Club upon request.

Section 3 - The Committee on Finance shall attend to all matters regarding money and shall report to the organization at the Annual Meeting or when called upon by the President. The Treasurer shall serve as the chairperson of this committee.
Section 4 - The committee on Horse Show Cooperation shall oversee Horse Show dates, classes and cooperative advertising. NOTE -- All Clubs shall send to the chairman of the committee a proposed copy of the show dates, classes for approval, and clarification of dates and classes to be offered by March 1 st . The Vice President shall serve as chairperson of this committee.

Section 5: Other Appointed Positions: Point’s Secretary: Duties will include keeping records of all nominated horses & exhibitors, points from all Sho-Me Circuit shows, year end results, and documentation for all the above.

ARTICLE IV - MEETINGS

A minimum of four (4) regular meetings will be held each calendar year. Additional meetings can be called or scheduled by the President as the need arises. The date, time and place will be decided at each prior meeting or by the President. The meeting date and/or time can be changed, with the agreement of the Board, but must be announced in advance as soon as possible. The President and/or Board can make the decision to cancel a meeting if necessary.

ARTICLE V - ORDER OF MEETINGS

The organization shall conduct business in the following order:

ARTICLE VI - SUSPENSION

The Suspension of any part of these By-Laws shall require a two-thirds vote of the Officers, Board Members, and Club Representatives present.

ARTICLE VII - AMENDMENT

Proposed amendments must be submitted to the officers of this organization in writing. If approved by the Board by majority vote, these By-Laws may be amended at any regular meeting provided a notice of the proposed amendments has been given. Such amendments shall require a two-thirds vote of the members present for adoption. Proposed Rule changes must be submitted and signed in writing before the first meeting of the year for which they are to be considered.

ARTICLE VIII - MEMBERSHIP

Membership will be limited to twenty-five (25) Clubs or Horse Shows. For a Club to retain its membership, it must pay all dues and fees. Unless approved by the Board of Directors, clubs must have a show every year, with the exception of an act of God preventing it. Only one approved show will be allowed on any given date.

ARTICLE IX - CHAMPIONSHIP CLASSES

It is mandatory that the following classes, when offered, be counted as point classes and governed by Sho-Me Circuit Rules - NO exceptions.


Two classes may be held simultaneously, providing there is a safe and adequate location for both and a qualified judge must attend every class.

To qualify as a point show, at least 50% of the open classes offered to either registered or non-registered horses must be Sho-Me Circuit approved classes.

There will be no more than 45 total Championship Classes in the Sho-Me Circuit.

Section 1 - Class must be offered by at least three (3) Circuit Shows in a given year to qualify as a Championship Class. If a class does not qualify as a Championship Class for three years, the board may vote to drop the class from the Championship list (by a 2/3 vote). If a Championship class has had less than 3 exhibitors or horses qualify for a year-end award for three consecutive years, the board may vote to drop the class or modify the class from the Championship list (by a 2/3 vote). Total class entries will be reviewed before a final decision is made.

Section 1A – New classes will count for year end awards and will be offered for two (2) years at which time will be considered by the Board of Directors for permanent Championship class status.
Section 2- To receive a Championship Award, Horse or Rider must exhibit in at least three (3) shows in their respective classes and nomination must precede these classes. Horses must be nominated for points to count by payment of a $5.00 nomination fee per class or an annual $25.00 flat fee which will allow points to be counted on a specified horse in all Sho Me Circuit classes for the year. The person nominating the horse must be a member of the Sho-Me Circuit. Members of saddle clubs and civic organizations paying dues to the Sho-Me Circuit shall be considered as members of the Sho-Me Circuit. Should an individual live in an area where there is no Sho-Me Circuit Member Club or Civic Organization, the individual may become a member and eligible to have points counted by paying a $15.00 annual membership dues directly to the Sho-Me Circuit, and $5.00 per class nomination fee or the $25.00 annual flat rate per horse nomination fee. For points to count, horse must be nominated BEFORE showing in the class. Points will not count until the proper nomination fee is paid. All points won thereafter will count.

All except HORSEMANSHIP, LEADLINE, WALK TROT EQUITATION, SHOWMANSHIP and EGG AND SPOON MUST HAVE horses nominated for points to count. In the classes named above the EXHIBITOR must be nominated instead paying a $5.00 fee per class for points to count. In these classes the horse does not have to be nominated.

Section 3- Horse and or rider may show in as many classes as qualified.

Section 4 - Championship awards will be given on the basis of the Point System, 5-4-3-2-1 for first, second, third, fourth, and fifth place. All nominated horses will receive one point in each class that is physically entered. Plus, those placing receive the normal points as seen above. At the end of the show season, qualifying points won by each horse or rider will be totaled by the Point’s Secretary, Directors and Officers and winners will be determined.

Section 5 - Whenever a show is canceled for any reason, while in progress, whatever classes have been judged shall be counted for points. It will be the option of the club whether they hold the rest of the classes on another date. Entry fee money for classes not held are to be refunded.

Section 6 - The Secretary of each club will be held responsible for sending to the Sho-Me Circuit Secretary a list of all paid up members for their club, no later than May 1st. Civic organizations (such as Lions Clubs) need send names of only those members who are active in showing horses.

Section 7- The Secretary of each club is held responsible for sending in show results to the Sho-Me Circuit Point’s Secretary for tabulation. Results must be sent within thirty (30) days after the show or show the show will be disqualified. Original entry sheets and judge's cards must be received.

Section 8 - Fifty cents ($.50) of each entry fee for Championship Classes is to be turned in by Member Clubs to the Treasurer of the Sho-Me Circuit. This fifty cents will be used for expenses of running the Circuit.

ARTICLE X - JUDGES

Section 1
- The judging of classes shall be according to Sho-Me Circuit Rules. Any class designated as a Sho-Me Point Class in a Multi-Circuit Show must be governed by Sho-Me Circuit Rules.

Section 2 - Two judges are to be present if two classes are shown simultaneously, and both judges must meet all qualification requirements. There shall be a judge at each and every class.

Section 3 - Anyone nominating a horse, or anyone showing a nominated horse, is not eligible to judge a Sho-Me Circuit Point Show. A person will be disqualified from judging AFTER he nominates a horse. Neither the judge, nor a member of his/her family, shall exhibit or act as agent or handler of a horse in any class at a show, which he/she is officiating. Nor may the horse be shown under a judge if the judge has been owner, trainer, or handler of that horse within the previous six months.

Section 4 - A judge can judge no more than two (2) Sho Me Circuit approved shows a year. A thirty (30) day time period between shows is required for an individual judging two shows.

Section 5 - Judges must live at least 30 miles away from the site of the show they are to judge or be a carded judge in any recognized breed association.

Section 6 - Judge's name should be on all show bills.


ARTICLE XI - JUNIOR EXHIBITORS

Section 1 - Youth exhibitors age will be determined as of January 1 of the show year. Youth will be 18 years old or younger as of January 1.

Section 2 - No person under the age of 19 will be allowed to exhibit a stallion in any approved Sho-Me Circuit point class.

ARTICLE XII - HORSES

Section 1
- Horses shown in Sho-Me Circuit shows may be registered but are not required to be registered. Horses must meet the general requirements of a given class the exhibitor wishes to show in.

ARTICLE XIII – DOUBLE POINT SHOWS

Section 1 - Any club hosting a double point show shall be responsible for providing at least one person for the following duties: taking class entries, ring steward, and gate person. The club shall also secure and pay a qualified judge and forward the show results to the Circuit in a timely manner.
Section 2 - Requirement for hosting a Double Point show are:

a) The arena surface is to be worked up and dragged smooth.
b) Water is to be available to water down the dust in the arena.
c) Water is to be available for watering horses.
d) Any grass in and around the arena in the parking area is to be clipped.
e) Poles, flags, barrels, eggs, spoons, timers, loud speaker or other broadcast system, and sand necessary for the show must be available. Trail class obstacles per pattern guidelines must also be available.
f) Parking area must be large enough to accommodate the size turnout usually expected at a double point show.
g) Facilities must be available for an entry stand or area.
h) Rest rooms must be available.
i) All classes designated as championship classes in the Sho-Me Circuit By-Laws must be offered.

If a club hosts a Double Point Show and fails to meet any of these requirements, that club may be eliminated from consideration to host Double Point Show in the future.

Section 3 - The hosting club shall determine and charge an appropriate class entry fee. Within two weeks following the show, the host club shall forward to the Circuit a fee of $1.00 per entry for each championship class. The remaining class entry fees belong to the host club. The host club is also entitled to keep any proceeds from gate fees, office fees, and concession stand.

Section 4 - Clubs interesting in hosting Double Point Show must make their desire known to the Sho-Me Circuit Board either in person or by writing no later than November 1 of the prior show season year. The determination of the hosts for Double Point Show shall be made annually by a majority vote of the Circuit Officers and Board of Directors.

Section 5- If a show fails to be held for any reason, Sho-Me can designate any other club on the show list that is able to offer all classes as the double point show.
